When they say "Iraq unveiled...", are they trying to suggest that an independent Iraqi government exists?


I think it was the "Iraqi Council" that we set up. They also need private investment in the Oil business badly. If it remains Government controlled, as planned, they will have the same problems with it all other ME countries have.

The reports I read stated that it was the Governing Council's idea. The only reference to this I can immediately find is from BBC:

But US Treasury Secretary John Snow rejected the suggestion that US had dominated the drafting of the reforms, saying they were the "proposals, ideas, and concepts of the Governing Council".
