Seems to me these figures cannot possibly include ONLY civilian employment in the federal government, but probably include military personnel and MAYBE even state and local government workforces.

It doesn't hurt to remember that some "government employees" include teachers, firefighters, police, the guys who deliver your mail at the Postal Service, and the National Guard.
