Bait and switch, you're right. Maybe the problem is that politicians have become too much like products sold on TV. products exaggerate and falsely advertise all the time, or just sort-of lie. Now the GOP especially seems to think they're selling bathroom cleaner. Though the Dems do it too.

We should have national debates like the one tonight, a lot of them. To get past the spin cycle and false advertising. That's why Arnold was the big loser tonight, because he was exposed as 1) Taking special interest money 2) Not being independent 3) Not really creating an after school program
4) Being sexist in the way he tried to demean Arianna once or twice (telling her she should be in T4 when in T3 he boasted about stuffing the fembot's head down a toilet)

Answer the question:

Why didn't we take it in the first gulf war if it's all about the oil?

We will leave there without taking it, although we should use it to pay for the rebuilding.

The oil belongs to the Iraqi people, not Bush or the terrorists.

That is such a naive statement.
