I think it unlikely that any constitution will be agreed upon in Iraq. However, the process may impose one.

Because of conflicts between the religious and the secular Israelis, a constitution was never agreed upon. Iraq also has the problem of the various tribal and ethnic conflicts.

I applaud the efforts of Powell to establish a representative government.
