So, does that mean your answer is 'never'? Never consider the possibility that our intelligence community fell on its ass? Never consider the possibility that someone, even an underling, 'tweaked' some of the intelligence data to make it look like there were '1400 WMD sites'?

The lack of evidence IS the viable reason to consider these possibilities. Once there is (and if there is) viable evidence, then the issue is put to bed. But not until then.
