Why should Iraqis, in their own country, adjust their own behavior for the benefit of the foreign occupying army? It's their country, remember? Who should do the adjusting? If Iraq sent soldiers to Alaska, and had infantry doing area searches in my neighborhood (I think I'm the only Alaskan who doesn't own a gun), and tried to make any rules about who could have guns, and where they could be fired, and who they could be fired at, well, it'd get ugly. And it'd stay ugly, until the Iraqi soldiers left Alaska, every last one, except for the ones that got buried. And it wouldn't change anyone's attitude, if they called themselves liberators, and handed out gum to my kids, and painted the local schools. We barely tolerate lower-48ers running our National Forests and fisheries. How would you feel about, say, Indonesian or Chinese soldiers doing area searches and patrolling in armoured vehicles in your neighborhood? And expecting you to adjust your behavior, to make their occupation easier and safer? And shooting you if you don't do it? Visualize that.
