I have no idea, Karen. My comment was prompted by two things. First, as money from the federal government to the states has declined, states and, for that matter, local governments, have had to cut funding for a great many things, among them "first responders" to use the larger category. Second, the direct assistance from the federal government to those local "first responders" needs to be thought through carefully and, in certain cases, hihglighted funding should be provided to cover areas that are particularly critical and are underfunded.
