Problem is that he can't (and has admitted such) tie Saddam in with any of the 911 stuff and is now unable to justify using the crappy intelligence to invade the country.....the UN ain't buying the BS and Blair now has almost 50% of his people demanding his RESIGNATION

So, are you saying that Bush is referring to the sovereign nation of Iraq as a "terrorist organization"? That makes Bush look worse than I thought.

Also, if this is the case, why did he include the next part?

"including those nations, organizations, or persons who planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001."

This was the Iraq Resolution. Why did he mention 9/11?

Correct. Congress, the UN and Bush agreed that the so-called sovereign nation of Iraq was a terrorist nation.
