You don't have a legitimate constitution unless it established by a legitimate government.

You don't have a legitimate government unless it is formed in accordance with a legitimate constitution.

So which comes first?

Answer - it really doesn't matter (except to anal scientists and drunken philosophers). A stabile representative government is formed by an evolutionary process that is constantly adapting to changing environmental conditions.

Is it news to you that there are currently a band of merry Iraqis hand-picked by the occupation as minister of this and minister of that? Do you think those people were elected by the Iraqi nation?
