Things are improving all over the country, though at different rates. We have arrested many known or potential perpetrators, not to mention shooting some of them in firefights. We have discovered and confiscated many arms caches. Rumsfeld identified their major mistake as an underestimate of the shambles Saddam had already created in Iraq. I would not be surprised if that were so, impeding the reliable delivery of services and the ability of the country to get back on its feet. It is also one of the hardest things to judge at a distance.
