All of those Departments were created by Federal Laws of the Congress and President. Congress derives all its power from the Constitution. Congress does not have the power for example to pass laws creating the Dept. of Education unless that Dept. has a reasonable relationship to regulating commerce or has a reasonable relationship to a standing army for defense. If the constitution is only a framework and not a blueprint, then in reality we don't really have a constitution at all and therefore you also don't have a right to free speech, religion, protection from searches and seizures, arrests etc. Pretty scary thought but not off the mark at all. The functions of the Dept of Education were reserved to the States as stated in the constitution that powers not granted the Chief Executive, Congress and Supreme Court are reserved to the states.
