And the stock market cracked while Clinton was still President in March of 2000 that caused all the problems. Since that happened on the Clinton watch, the problems you state in your list created by the stock market bubble are thus Clinton's creation and not Bush's.

There never was a surplus even with Social Security off-budget and certinaly no surplus with Social Security on-budget.
