I have not heard anyone call for managing the news, on either side of the spectrum, so I have no idea what you mean by "usually a prelude to calls for 'managing' or 'guiding' news."

The media, at the least, tends to take a myopic view of events. It focuses on the last big explosion or scandal, sacrificing synthesis and "the big picture", or analysis and the judging of factual allegations.

It is not true that the tv news ignored those who were alleged to be harmed in the bombing. Even Fox News scrupulously reported every allegation about civilian casualties.
