Good questions Wayne. I too have had experience with government contracts, and in the main what you say is correct.

But there are plenty of departments that have huge discretionary spending budgets. Often they do not need to get any approval other than a signature, and yes that signature is usually very high up. We all know about the $500.00 hammers and toilet seats which were bought from government contractors.

But since Greg had a copy of the contract, I think he was pretty well aware of what the contract terms were. When he produced a copy of the contract during an interview with a Florida State employee, he said "I think this interview is over". What did he have to hide? If this is a contract between Florida State and a legitimate contractor why is the interview over? I would like to know who executed the contract. I think it was probably Catherine Harris herself.
