Bush policies helped lose those jobs by what he didn't do. He didn't help employers with the expense of hiring new employees by reducing the payroll tax, by helping employers with the cost of health insurance and didn't help stimulate the economy by putting more money in the hands of states and low income workers.

Re unemployment: I seem to recall back from college economics class days that a certain % -- around 5% -- represents the normal unemployment "friction" of people changing jobs.
