My argument is that the present contrast between the public Republican animus toward Clinton, which was not about his policies but about his personal mistakes, and that toward Bush which is/was all about his policies.

The distinction between policy and personal doesn't exist anymore, John. Only the animus to go after the guy, and to use whatever is available - anything - to do it with. Did you read Cathy Young's piece in Reason? I thought she had it nailed pretty well. Clinton/Bush - hating is a symptom, and cause, of the current political polarization.
