The average temperature is the temperature between the high and low for that area on a daily basis. From your data source the coldest ever temp for Jan was 25. That's an average of the average daily lows for that month. You just don't get it.

And all the data is about averages of averages of averages. Military units reported routine temperatures of 130.

Tigris/Euphrates Delta -7° 51° are the extremes. I believe the extremes also refers to averages.
