What if he put his limitations on the sign either directly or by saying something like "services provided only if after a consultation we both agree it would be a good idea"?

If he puts the limitations on the sign--no whatevers allowed--he's asking for trouble. Someone will call the ACLU. If he does a consultation, he'd better have some good patter for turning down clients. It's risky, but IMO, no harm no foul.
