"They (Iraqis) do not report guerrillas, saboteurs and thieves unless they are personal enemies." The statement implies that Iraqis are sympathetic to the cause of the "guerrillas, saboteurs and thieves", which is not true, imo. Iraqi citizens are fearful of them. To shape or create an emerging Iraqi government based on the view the "guerrillas, saboteurs and thieves" share the same goals as the majority of the Iraqi people will ultimately put the country back in the hands of thugs.
