Not really. I cannot think of any reason why the Iraqi Governing Council cannot preside over security matters as well as electricity, water, etc.

All governments do it. So can they.

Otherwise, there will always be some guerilla action, and the US will continue to be the occupier, never giving authority to Iraqis. I don't think that is the optimal solution, nor one in the better interests of the US.
