Clinton had four years to catch Osama or kill him and spent a hell of lot more money andy by your own account 300 tomahawk cruise missiles at 700k EACH ($210 Million). Biggest waste of money ever to blow up deserted buildings in the desert at taxpayer expense and the Arabs all looked at that as a pathetic act of desperation and showed just how weak the US appeared to the uncivilized world. Bush is in office for 9 months and put all the blame for 9/11 on him? For 6 of those months he is still making appointments and filling political slots. Whats Clinton's excuse when he had 4 YEARS deep into a well established administration?
