Let me put it a different way: either the Universe is fundamentally an ordered whole, or it is fundamentally chaos out of which order incidentally derives.

If the first, then there is something like intelligence and purpose operating, and we may discern a Natural Law which defines what is generally appropriate for all sorts of things.

If the second, we can acknowledge a set of maxims which give order to our existence within society, and helps us to fulfill our drives, but which have no ultimate warrant, except as it seems to be useful to most people at most times. Underlyingly, none of it has reason or purpose, and there is no Natural Law.

There is a often a big gap between those who embrace the idea of underlying order and purpose, and those who do not.
