Promoting sex exclusively within marriage, is the simplest and most effective behavior change. It may be simple and 100% effective, but I doubt that the message is heeded. Try selling it to an 18 year-old male with normal hormones. Lots of people are deferring marriage or simply remaining single for a variety of reasons. Are you suggesting that they not have sex until they are over thirty or perhaps never? Are you suggesting that the solution is for 18 year-olds to marry?
