I know there have reactors. I know they have rods. I know they have been reprocessing the rods. I know they have long-range missiles. I know that they claim to have nukes -- but have not tested one. A test would be the final step. North Korea either has or is extremely close to having nukes. They have an incentive to claim they have them even if they do not -- as a deterrent. But either way, they have the key elements, not to mention their reputation for selling weapons to countries unfriendly to us.
