That seems odd, perhaps I misunderstood your quote. The critical nations favored a strict inspections regime to insure Iraq did not pose a threat to its neighbors. I don't recall any of them ever discussing alternative military plans. No need, since they were not convinced a compelling case had been made about actual WMD or terrorist links. Feel free to correct me if I twisted your words 90 degrees out of context.
