Kennedy wanted to "intensify the struggle". That doesn't sound like a quitter to me. Here's Kennedy in October:

After Kennedy's death, his most dovish advisors urged LBJ to oppose withdrawal. They were just continuing what they though JFK wanted - no withdrawal until victory.
