During a recent debate, quote from Liveshot Kerry:

The ten-percent bracket wasn’t George Bush’s ideas; it was our idea. It was in keeping with the spirit of our party to try to help the average American get ahead in a country where increasingly average Americans are getting stomped on,” absentee Senator John Kerry argued.

Within an hour of the debate Congressman Rob Portman, (R-OH) corrected the record :

"As a member of the Ways and Means Committee and someone who worked with the president to help make the 10 % tax bracket a reality, I'd like to set the record straight. In today's Democrat debate, Sen. John Kerry said, 'The 10% bracket wasn't George Bush's idea, it was our idea.' Sen. Kerry should check out page 249 of Renewing America's Promise, when back in 1999, then Governor George W. Bush proposed the 10 percent tax bracket, a central proposal in his presidential campaign tax relief package.

When George W. Bush became the 43rd President of the United States, he kept his word. I and other members of the House Ways and Means Committee, worked with the Bush Administration to make tax relief possible for the lowest income Americans with the 10 percent tax rate. This allows millions of hard working Americans to get out from under the federal income tax altogether. In 2001, we passed a comprehensive tax relief and job creation bill with this provision and President Bush signed it into law.<font color=red> The irony is that Sen. Kerry voted against this legislation. Sen. Kerry and the other Democrat candidates need to check their facts," said Portman.
