Our people were helping with recruitment all over SEA, I think because it's an area where our side is well entrenched and the Islamic networks did not yet have good penetration. The attitude was that we'd come up with the perfect solution to two sets of problems: pull the Muslim radicals out of places where they were causing trouble, and send them off to Afghanistan to get killed fighting commies.

Didn't work so well.

The main reason I believe that the American role was larger than now admitted is that by the logic of that time, it made such perfect sense. The mission was explicitly stated: we wanted to do unto the Russians in Afghanistan as they did unto us in Vietnam. Tapping the international Muslim movements would have been a logical move, and would not have been overlooked.

A lot of information circulated on this at the time, not much is available on the internet. For those who know, the incentive to keep one's mouth shut would be considerable.
