Even Jimmy Carter had a bigger defense budget then Bush currently does (relative to the size of the total budget). The analogy of the US government being an "insurance company with an army attached" is interesting, although the problem is that it is a DISHONEST insurance company. An HONEST insurance company makes actuarially sound promises that it can keep. An HONEST insurance company does not dip into the surplus funds invested on behalf of the policyholders.
