Tell it to the Democrats, not to me!
I am not confused at all.

All I'm saying is that the defense budget has
shrunk to only about 20% of the total budget,
which is near an all-time historical low (even with Iraq).
Even Jimmy Carter had a bigger defense budget
then Bush currently does (relative to the size
of the total budget).

The analogy of the US government being an "insurance
company with an army attached" is interesting, although
the problem is that it is a DISHONEST insurance company.
An HONEST insurance company makes actuarially sound
promises that it can keep. An HONEST insurance company
does not dip into the surplus funds invested on behalf
of the policyholders.
