Buffett proposes issuing "import certificates"

It sounds like a similar system that used to balance complicated production lines. Nobody makes more sub system widgets until they get a card requesting it.

Terry, Lets' see: If the other countries do the same thing, doesn't that mean there would be no trade because nobody could import first and they wouldn't be allowed to export first, either. Also, I'd want to know what happens when you have a ticket to import $1 million, but the dollar has dropped 10% before you use it? Can you import $1.10 million?
