Arnold has already found out the hard truth. You are from Michigan. Maybe you don't underdstand about 90% of California spending is mandatory and the rest Arnold has vowed not to cut. He's in a pickle. Maybe he can negotiate contracts down but if he's not going to cut education, not much left to cut without freeing thousands of convicts or ignoring vital public safety services. There are some savings which can be made but they don't add up to nearly enough.
