You are wrong. First of all, the person most responsible for writing the CA Electricity Deregulation Bill, is now the State's Finance Director for the Davis Administration. Second, the FERC did indeed order refunds for the State of California (just not nearly what the state asked for). Third, Gray Davis has previously stated that the Bush Administration did far more to help California than the Clinton Administration.
