I think you might need to consider the age of the owner. If you are in your late 50's or 60's when you consider what has just taken place, all is lost and will not return before your time is up.

So they might be very willing to sell to a young couple who have the time to invest in the future and see their neighborhood revive over time.

The older couple will move to AZ or Fl. and buy white shoes & belt, play shuffle board and reflect!
