The difference is that you are referring to General Fund revenues, I am referring to all expenditures (not just general fund). The LAO has spreadsheets (which I referenced in my earlier posts) which you can link to. In the upper left hand area you can select "All" for types of expenditures (or revenues if you are looking at that section). You can also select General Fund if you like.

I think it makes more sense to look at all expenditures because it oftentimes governments use "general fund" and "other" to disguise large increases in spending.
