Depends on the type of reduction. I am saying that Kerry voted for many cuts right along with Chappy Kennedy, and I know clinton/gore cut much spending in defense just to make the figures look good for them. The USS Cole and her sister ship the USS Simpson were typically fueled at sea and due to cuts the USS Simpson was going to have to fuel in Yemen as the Cole sat at sea. Well, the Simpson broke down at sea, so while repairs were being made, they refueled the Simpson at sea and sent the Cole into the unguarded port.
