business is investing heavily imho. But those investments are offshore. Some of this is inevitable but Bush policies really turn the screws on the workforce.

Its a tough call about 2005. Personally I think Bush has cast a pall over the entire US economy and made corporations reluctant to do much here. Someone with optimism like Clinton had with a little vision could really improve things. That person will to clean up the Bush liquidy mess but maybe global demand will be better by then.
