I don't know that we can accomplish all the things that X suggested-- even with the money. I;m not sure when you have the sort of non-parent that exists out there, you can replace it with programs. Do you remember when Newt Gingrich suggested placing kids in orphanages and how everyone attacked him? I thought at the time that he had a point and wasn't being at all outrageous. Removing kids from the environment and placing them in a situation that can provide a stable, supportive life, teach better life skills- (did you do a doubletake at the labeling of watching tv as SOCIAL HOMEWORK? Was he making a joke? I should go back and look. Imagine the social skills they would belearning from the garbage on every channel? agh) I am not a fan of the in and out, back and forth to parents, thing that exists now in social services. I think the foster care system is rife with abuse and often a child winds up in a situation even more harmful. There is nothing stable about it, and no child can learn when his whole life is in chaos. If the problem is taking kids from parents, then how about boarding schools? Rich kids do it all the time. Roll up the programs into one location... I don't know I'm just tossing things around because I don't think what we are doing works. I realize I am touching on some serious legal issues here- and that I am very biased from my own experiences in the system. Having a woman come in to apply for ADC for her new baby when we already have three of her children in foster homes will make you cynical fast. She is quick to say that having kids is her God-given right and no one's going to tell her what to do, and she sees absolutely no discrepancy between this "right" and asking us to support her. And speaking of work.... must go- sorry if this is incoherent. I probably just knocked K off the hobbyhorse stomping around like this.
