I think I know what you are trying to say but everybody starts committed. There are too many variables to raise children by a societal consensus. If you mean an economic benchmark that does not work well either. If you were going to hand out parenthood vouchers to people that met that criteria I know some that should be revoked retroactively. I've seen a lot of screwed up people have perfectly well adjusted and productive kids so competent can be thrown out as a criteria.
