Why do you assume that the Shiites of Iraq want to live in a theocratic state? They live next door to Iran. They probably know that many (if not most) Iranians are sick and tired of their current government.

Surely by now, most Iraqis know that coalitions were involved in Desert Storm and Iraqi Freedom. They probably can figure out, that the reason that Saddam wasn't removed (the first time), is because certain members (of the coalition) insisted that Saddam not be removed. Who were those members? - An easy guess would be those who were members of the Desert Storm, but not members of Operation Iraqi Freedom.

You mention handing off to the UN, but the UN is hated by those like bin Laden (or surviving Baathists). They blame the UN for Sanctions. Anyway, even if the UN were incharge, the majority of the troops would still be American - just like Sanctions.
