Arnold is trying to improve Bush's image out here but it is WAY too late, the WH treats California like its private piggy bank to extort money from. California gets about $1 back for every $2 we dole out to the feds.

Since George W. Bush moved into the White House, California has been singled out for special treatment -- special harsh treatment, that is. By merely lifting some of the excessive sanctions and penalties against state social service programs, the president could put billions of dollars back in the state treasury.

Here are a few examples:

• CHILD SUPPORT -- California is being penalized for failing to have a statewide computer system to track child-support orders and payments. Granted, the state was slow and clumsy, but a system will be in place in 2006. By then, California will have paid the feds more than $1 billion in penalties. Legislation to allow the state to plow that money back into the program failed last year. With help from Bush, it could pass immediately.

• FOOD STAMPS -- The feds decided California was making too many mistakes in doling out food stamps, giving too much to some poor families and shortchanging others. So they charged $188 million in penalties between 2000 and 2002. The state has reduced its error rate substantially. The fines should be forgiven.

• FOSTER CARE -- California encourages relatives to care for children whose parents can't, rather than placing the kids with foster parents who are strangers. But the feds decided the state wasn't holding those relatives to the same standard as other foster parents, and refused to reimburse the state for that care -- to the tune of $45 million. The state has reformed, but still stands to lose up to $65 million this year.

He called on President Bush to order the federal government pay its “fair share” of the $180 million spent annually by Los Angeles County on the arrest, prosecution, defense, and imprisonment of illegal aliens.

President Bush has proposed reducing the federal contribution to the county to just $10 million. Sheriff Baca had hoped for at least $24 million.

Arnold is trying to improve Bush's image but it won't work. Hopefully Arnold doesn't lose his own credibility by sticking up for Bush's pig politics. Too much Bush support and Arnold goes down I predict. Bush is hated here.

President Bush and California Gov-Elect Arnold Schwarzenegger met privately Thursday and then praised each other in a joint appearance. The movie actor called Mr. Bush "the greatest ally this golden state has in Washington."
