Farm subsidies are not a Bush thing, they are a bipartisan, special-interest, farm state thing. Opposition is likewise bipartisan. The reason is simple. Politicians whose election or reelection the ag lobby can impact tend to side with it - those it can't, don't. You want to blame Bush for that and let the party of special interests off the hook? That only shows your bias.
