Let's see...an Army General, who is not a specialist on terrorism, confirmed that a) Saddam was training terrorists at Salman Pak, and b) these terrorists were not Iraqis, but imports from around the Arab world, though the General could not confirm their specific allegiances.

And this is supposed to refute my point? You just confirmed it, rather. Only question remains is, what missions did Saddam plan to use these newly trained Islamist terrorists for?

Saddam hadn't massed troops at any border since 1998 or so, it's true...he was a little constrained by the sanctions. But once they were gone, it's only natural to think that he would revert to his normal MO.
