If you weren't talking about conventional military in the context of a policy of containment ....why would you say "The army wasn't in shambles..."

I don't think there is any reasonable person that could possibly interpret "army" as non-conventional weaponry.

You need to get your story straight. I'm tired and it's obvious that you can't keep your story straight.
