A "grave" threat? -- as in "with possible harm or danger: causing, involving, or arising from a threat of danger or harm or other bad consequences" -- you are trying to say that we faced a "grave threat" from Iraq? What kind of a threat was that? What did Saddam have with which to threaten us? If the threat is not "imminent" then you cannot invoke self-defense. What, then, is your standard for invoking our right to invade and conquer foreign countries? Is it to be a world where we can simply say "I don't like what you might be thinking about doing in the future so I am going to kill you now?" Is that the new standard of conduct for countries? Will we sit by if other countries adopt this new standard?
