If I were in their shoes, I'd educate the Israeli Arabs and the Pals for the better. I would also encourage the inclusion of Israeli Arabs in the executive branch (starting with the local governments) so as to diminish the shock to both sides when the time comes. This would also create a set of known Arab politicians who would hopefully work within the system.

But ultimately, religion and democracy are not compatible goals. Israelis will eventually have to choose one or the other.

It's fairly simple, actually. Make littering a felony, and don't let people with felony convictions vote.
