In the 5th wave of a bullish trend, major tops are indeed marked by increasing volume and a volume peak. Correctives identified by falling volume patterns. Vice versa in a bear market....bottoms identified by increased volume and volume blow off though corrective are still identified by falling volume.

Falling volume is a corrective attribute. If the trend is rising while volume is falling it is not bullish.
