The Bush administration's attempt to remake the Middle East in its own political image has taken on the look of a pickup flag football game, with wide receiver L. Paul Bremer scurrying back to the huddle late last week to help scratch new play plans in the dirt.

Scrap the constitution-first plan. Go for a quick handoff to Ahmad Chalabi.

There was, of course, a certain elegance in the notion that Iraq first have a constitution laying out how representative elections would be held before they were held. But then this has been a decidedly inelegant operation.

So, it's on to Plan B or F or whatever. Now the occupiers and the Governing Council are to work out not a constitution but a "Fundamental Law," which will be the foundation for both governance and the constitution. It is to be ready by June.

The Governing Council was getting nowhere on a constitution. Meanwhile, the rate and severity of insurgent guerrilla attacks have increased, while any general public support for the American invaders has waned and American casualties have grown. Friday's announcement of this new approach to the transition of power was quickly followed by the collision of two U.S. Blackhawk helicopters over northern Iraq. The American death toll is now over the 400 mark.

This dramatic shift in transition strategy is evidence that the administration's original governance strategy -- like those of adequate troop strength and unilateral intervention -- was fatally flawed.

And didn't they try to cut off California from the rest of the country, and install Norman Thomas as King?

I had forgotten about that stuff.

Gee whiz Bilow.. you're right...

And the Nazis didn't commit any atrocities against American civilians either..

They didn't manage to drop a single bomb on a US city...

And we didn't even have to repaint the White House...

So explain why there are so many US servicemen buried in European cemeteries?
