It is shrouded in mystery, but no, I don't think so. His division supply some equipment, but the FBI is very big on running their own show. They would have let Clark watch, but that is all.

No.

Waco was a police matter.

We have a law called "Posse Comitus" that prevents the military from being used in such an event in America.

There were some military observers and advisors at the scene...because a variety of weapons were encountered. They did not participate in the raid.

Here is an article in the LA Times (one of the most liberal publications in America) on who started the Waco fire.
