I don't think your average middle manager of an engineering department at GM thought they would lose their job as an effect of trade... at a time when sales were exceeding expectations and the WH was crowing about 7% GDP.

And I believe that the WH underestimated this trade problem too, because they waited so long to address it. A year ago when it was obvious the employment situation was NOT going to improve the WH was still hocking the "lagging indicator" line. Now look at them, they are desperate going over to china demanding this or that. Too late. I'm just saying that the white house has gotten *very* agressive on this trade issue in the last 2 mos and you couldn't get anybody to acknowledge any kind of issue a year ago.
