Russia, Canada Block a Plan to Ban Asbestos

The Associated Press Major asbestos producers led by Russia and Canada on Tuesday blocked a plan to give countries the right to ban all imports of the cancer-causing mineral.

The countries said they are not ready to accept the proposal to add the most common form of asbestos, chrysotile, to the products covered by the Rotterdam Convention on trade in hazardous chemicals.

Four other forms of asbestos were added to the list which already contained one form, but a decision on chrysotile -- which accounts for 94 percent of commercial asbestos production -- has been put off until the next meeting, which will likely be in September 2004.

The decision is "to be regretted," said Reiner Arndt, chairman of the committee that proposed adding all forms of asbestos to the list of products that can only be traded internationally with the express permission of the importing country.
